I know the window closes soon (4th?) but does that include not being able to sign players who were without a club when the window closed (hypothetically people like Millsom or Whelpdale who had been released by their clubs)?

Good question.
I think you can still sign out of contract players at any time, however I may be wrong, maybe someone can confirm that?

The EFL website says
The window will now close for permanent transfers from another club at 5pm on Thursday 9th August 2018
Clubs will still be able to :
Sign players on standard loan up to 31st August
Sign players on standard loan up to 31st August with an option to agree a permanent transfer when the next window opens
Register players who cease to be registered with a club during the period up until 31st August
Transfer players out to a club in any league whose window is still open
I found one section on wikipedia under "Transfer window" that states "Free agents can be signed by a club at any time during the season if they had been released by their previous club before the end of the transfer window"

So it seems the answer is yes to the likes of the many players released by clubs at the end of last season and not fixed up with a new club. Judging by the Lincoln fans piece many released by just those few clubs are not fixed up yet. Do a lot of them just give up playing?

And as the world gets more silly every day, it's being reported that the £350k rated Sesay, whose 'performances have alerted a host of clubs' is a target for WBA, well don't blame me it's in the Sun .........
