Clause 104 allows the CTSA board to adopt measures to further the business of the CTSA which they did to allow STH to participate in AGMs etc, particularly at the time the supporter rep was elected. There was a similar precedent for this when the CTSA was formed and for 5 years founder members of the old Devils Trust had free membership of CTSA.
It is not a question of lower grade, the purpose of the constitution being written this way was that it was never the intention that people who have not made a financial contribution to CTSA should dictate how the reserves should be spent.
Perhaps the rules of the CTSA should be changed to make STHs Associate Members or similar.
I am an STH but have never had any reason to participate in the CTSA so that would not be a problem for me.

Indeed this could be discussed. I'm not sure a change of rules is necessarily the answer though, as the free membership for STHs was not planned to be an indefinite measure and it was always the intention that membership should revert to a paid basis.
Can one ask how many paid members the CTSA has because it never seems to push its self to get new members and ST holders did not pay because they thought they were automatically members. There a probably many ST holders who have never realised that they were part of CTSA.

Honestly I've no idea off the top of my head.
The CTSA board do make an effort to bring new members or participants, however they are all volunteers. Of course it is easy to criticise others from behind your keyboard so if you feel you could do better why not offer your help?
