Yes, after this morning's announcement, it appears the ground is only five miles outside a tier 3 area now that Surrey (excluding Waverley) is now a tier 3 zone. It causes me to wonder who lives in Waverley.
What I'm not clear about is whether Crawley supporters who live in Surrey are allowed to attend matches. However, the way the virus is spreading, this question may be redundant in a week or two.
It is a reasonable question. People in Tier 3 are discouraged from traveling and asked to minimise it, but there is no ban as such as far as I understand it.

Not necessarily. Games in tier 3 are still happening, without a crowd. But they are competition games. It may be that friendlies are off limits as they will probably be deemed unnecessary. I wonder if Three Bridges or Horsham are free at short notice - or a Brighton under-23 side.
Anyone in tier 3 cannot watch Crawley the club have made that clear and wont sell you a ticket if your address is in tier 3 i.e. FA Cup "Address checks will be in place to identify fans who are currently living in tier 3. In accordance with government guidelines, those living in tier 3 should not travel unless necessary, with football falling outside of this boundary."
I've received my email from the club informing that (as a Reigate resident) I can't attend matches under current restrictions. While obviously bad news, fair play to the club for quickly providing clarity.
Enjoy watching the home games while you can as it could be anytime soon that we’re placed into tier 3 or another full lock down. I wouldn’t be surprised if come January we’re banned from going to games again.

so if you live in crawley and it goes in tier 3 does that mesn crawley residents cant watch but residents from tier 2 localitiex can?

That is a good point - sorry I did not realise earlier that Tier 3 residents would be excluded.
Under Tier 3 no one can attend. But imagine the scenario / disaster for the club if Crawley goes into Tier 3 or a lockdown in early January - refunds all round ?
